Mrs. Thelma Looney Westmoreland, age 90, of Toccoa, passed away Tuesday, September 22, 2026 at Northeast Georgia Medical Center in Gainesville, GA.

Born March 4, 1936 in Oconee County, SC, she was the daughter of the late Albert “A. `C.” Charles and Ellen Louise Waldrop Looney.

She retired from Aeroquip, and was a member of The Pointe Church.

Family members include her son, Von Westmoreland (Wendy) of Martin; grandchildren,

Daniel Gailey, Steven Gailey, Shonda Thomason (Jamie), Hannah Matthews (Ben), Foster Westmoreland (Mikhayla), Andrea Bolman (Dusty), Dana Bruce (Chris), Riley Westmoreland, and Rylee Duncan; several great-grandchildren; special niece, Martha Norris; and several other nieces and nephews.

In addition to her parents, she was preceded in death by her first husband, Carl Turner; her second husband, Lynn Cawthon; her third husband, Noah Westmoreland; daughters, Darlene Tutterow and Marlene Roberts; son and daughter-in law, Mark and Sandra Cawthon; granddaughter, April Hayes (Mark); brothers, Elmer Looney, Roy Looney and Tommy Looney; and sisters, Sarah Lee and Catherine Blackwell.

The family will receive friends at the mortuary from 12pm until the service hour Friday, September 25, 2026.

Funeral services will be held at two o’clock Friday, September 25, 2026 from the Chapel of Whitlock Mortuary with the Rev. Chad Smith officiating.

Burial will follow at Mullins Ford Baptist Church Cemetery with the Rev. Jerry Chitwood officiating at the graveside service.

The following gentlemen will serve as pallbearers: Daniel Gailey, Foster Westmoreland, Riley Westmoreland, Ben Matthews, David Wood and Billy Payne.
